Using a 3/4-inch round cutter, cut out a hole from center of each bun half. Heat oil in a Dutch oven over medium-high to 350°F.
Fry each “donut” in hot oil for 1 minute, turning after 30 seconds. Drain on a wire rack set over a paper towel-lined rimmed baking sheet.
Whisk together powdered sugar and water in a medium bowl until smooth. Dip outer side of each “donut” in glaze; return to wire rack until slightly set.
